I regret that through pressure of work there
has been some delay in answering His Excellency's Minute.
In the first place I am surprised to hear of Mr Hazeland's
application as he told me last year that he intended to
retire from the service in a few years.
During the six months he acted as Attorney
General he discharged, I believe, the Chamber work satis-
factorily but did not achieve distinction in the Legis-
lative Council.
I had little personal knowledge of hid work
when acting as Puisne Judge but I believe the opinion of
the profession to be that he was very slow in doing the
work in Summary Jurisdiction, and that when sitting in
the Full Court he appeared to subordinate his opinions
almost entirely to those of the Chief Justice.
In reply to para. 2. of His Excellency's
Minute I am assured that the profession as a whole wohüd
regard his permament appointment to the Bench of this
Colony with much dissatisfaction.
